<P>PROBLEM TO BE SOLVED: To provide a device for performing operation control by storing both an operation program and recording data in the same flash memory and copying the operation program to a RAM, to prevent degradation of responsiveness due to an increase of copying time caused by increase in operation program capacity, and also prevent increase in cost which when a large-capacity RAM is required. <P>SOLUTION: The copying time and the RAM capacity necessary for copying are reduced by copying a storage program for storing operation state data to the RAM 6 without copying the operation control program.
