PROBLEM TO BE SOLVED: To provide a message proxy response system which makes a proxy response to a discovery message or a topology search message in place of a noncompliant apparatus in a network including the apparatus noncompliant with a topology management protocol. SOLUTION: A proxy response module generation section 22 generates, for each LLTD noncompliant apparatus, a proxy response module for responding by proxy in place of each LLTD (link layer topology discovery) noncompliant apparatus, regarding a Discover message or a topology search message. A network simulation module generation section 23 generates a network simulation module for simulating message transfer on a home network. A proxy response function section 24 simulates, with the network simulated module, message transfer between the home network and each proxy response module, and message transfer between the respective proxy response modules.
