PROBLEM TO BE SOLVED: To provide a fire-retardant material which is easily manufactured, is excellent in fire retardancy and is reduced in the generation of a poisonous gas, a method of manufacturing the same and a flooring material for a railway vehicle. SOLUTION: In a collecting step #110 of collecting a waste flooring material 3' from a floor structure 1 of a disused car, a floor finishing material 4 is separated from the waste flooring material 3' using heavy machinery and the like and the waste flooring material 3' is separated from a floor plate 2 in the floor structure 1 of the disused vehicle shown in (A) and then housed in a combustion bessel 5 shown in (B). In a combusting step #120 of combusting the waste flooring material 3', a synthetic resin R such as an epoxy resin-based adhesive and the like in the waste flooring material 3' is pyrolyzed, vaporized and then removed from the waste flooring material 3' shown in (C). In a separating step #130 of separating an aggregate A from the waste flooring material 3' after the combusting step #120, the aggregate A and silica sand S and a powder material P which are impurities except the aggregate A are sorted from the waste flooring material 3'.
