<P>PROBLEM TO BE SOLVED: To improve adhering property between base material with an elastic layer on its outer periphery and a fluororesin layer in a roller and a belt in an image forming apparatus. <P>SOLUTION: The roller or the belt for the image forming apparatus is provided with the base material with the elastic layer on its outer periphery, a silicon oxide layer formed on an outer periphery surface of the base material, a binder layer formed on the outer periphery of the silicon oxide layer and the fluororesin layer formed on the outer periphery of the binder layer. The base material is made of metal or polyimide with the elastic layer formed on its outer periphery in the roller for the image forming apparatus. The base material is made of polyimide with the elastic layer formed on its outer periphery in the belt for the image forming apparatus.
