PROBLEM TO BE SOLVED: To provide a stationary wheel cover capable of easily screw-fixing of a bolt to a wheel side and changing a tire, and reducing the number of components of the entire stationary wheel, and a moving body using the same. SOLUTION: The stationary wheel cover comprises a mounted fixed to a wheel of a moving body, a bearing part to be connected to an inner ring of a bearing via the mount and a bearing holder, arm parts connected to an outer ring of the bearing by the bearing cover and extending in a plurality of directions, an anchor plate having a connection part to connect the two arm parts in an arc shape and a stopper lever, and a disk board which is fixed by turning the anchor plate by the stopper lever.
