PROBLEM TO BE SOLVED: To provide a communication system in which communication reliability is enhanced by ascertaining whether radio reception from a slave radio apparatus is possible or not during the long-term retry of the slave radio apparatus, which is constituted so that a master terminal network controller which communicates with a center apparatus via a telephone circuit communicates with the slave radio apparatus to which a meter and the like are connected. SOLUTION: When the slave radio apparatus 1 receives a call by radio from the master terminal network controller, the slave radio apparatus transmits data such as next meter-inspection time data, retry period data and the like to the master terminal network controller. The master terminal network controller transmits necessary data (meter inspection data) out of the data received from the slave radio apparatus to the center apparatus. When the data are normally received, the center apparatus transmits the message informing completion of the communication to the master terminal network controller. When no call is received from the slave radio apparatus 1, the master terminal network controller transmits a call by radio thereto at a time T2 (for example, 30 minutes added to a short retry time) when a time T1 is equal to or shorter than a prescribed time (for example, twice the short retry time) to try to acquire the data during the long retry standby of the slave radio apparatus 1.
