PROBLEM TO BE SOLVED: To provide an error correction coding device and method and a digital transmission system which avoid the occurrence of an error floor by changing the order of arrangement of respective bits of code words of an outer code in consideration of non-uniformity in bit error rate after decoding of an inner code. SOLUTION: An error correction coding device 31 includes bit sequence rearrangement processing means 13 to 115 and uses a concatenated code resulting from combining a plurality of error correction codes, wherein the bit sequence rearrangement processing means 13 to 115 consider non-uniformity in bit error rate after decoding of the inner code as a non-uniformity condition with respect to respective bits of code words of the inner code and assign the code words of the inner code to bit sequences rearranged by changing the order of arrangement of respective bits of code words of the outer code.
