A card authenticating system having a cellular phone certifying device is provided to transmit payment information to a cellular phone of a user to check whether the user is right, thereby originally preventing wrong usage of the cellular phone. A message read certifying device(101) receives read information. And the message read certifying device notifies an authentication server(108) that the right user reads the message by operating the cellular phone. A subscriber information storing apparatus(102) stores a card number and a mobile phone number of the subscriber in advance. A payment authentication apparatus(103) approves payment under the control of a central processing unit(104). The central processing unit controls various configuration apparatuses as a CPU(Central Processing Unit).
