PROBLEM TO BE SOLVED: To transmit moving image data while accurately detecting a suspicious person. SOLUTION: This suspicious person report device 10 is provided with: a suspicious person detection part 101 for acquiring a monitor sensor signal output according to sensor detection by a monitor sensor part 11 and a motion signal output by an image pickup part 12 according to motion detection, and for outputting a suspicious person detection signal when the monitor sensor signal and the motion signal are overlapped on a time axis; a suspicious person detection data communication part 102 for transmitting data indicating a suspicious person detection state; and an image communication part 103 for transmitting the moving image data of a suspicious person monitoring place photographed by the image pickup part 12. The suspicious person detection data communication part 102 transmits the suspicious person detection data for the second time according to the transmission request of the suspicious person detection data for the second time, and the image communication part 103 transmits the moving image data according to the transmission request of the moving image data based on the decision of the suspicious person detection data for the second time.
