An apparatus and a method of creating a comprehension network for intellectual property rights by detecting similarity of a description are provided to grasp similarity and duplication of research contents and ideas by objectively analyzing preceding patents, thereby reducing unnecessary research resources. An apparatus for realizing an intellectual property right comprehension network by patent similarity detection comprises a controller(110), a data searching unit(100), a download unit(120), a data maintenance unit(130), a matrix unit(180) and a visualization unit(170). The control unit is connected to a database of the intellectual property office. The control unit searches and downloads patent data and maintains the data by the minimum unit to generate a meta database. The control unit makes a similarity matrix to visualize a comprehension network. The download unit records the patent data.
