Thermal power plants in Serbia use lignite for electrical power production. The secondary product of coal combustion is ashes in the amount of 17 %. Flying ashes, as an ultra fine ash component, causes pollution of air, water and ground, and also causes many human diseases especially lung ones with the population in the vicinity. At the same time, sulfur is secondary product of the process of oil refining. The aim of using sulfur as bonding material in ultra fine particles agglomeration (smaller than 63μm) in flying ashes is to decrease the amount of flying ashes from 17.5 % to 1 %. This product can be easily removed to ash dumps wherefrom it makes no further damage to environment. This would prevent and increasingly reduce environment pollution and disease with local population due to the impact of existing flying ashes and therefore minimum possibilities for air, water and ground pollution and human diseases, as well. The problem of elementary sulfur from oil refineries is also solved. The product of ashes and sulfur agglomeration can be used as a component of building materials.
