PROBLEM TO BE SOLVED: To provide a novel and improved device and method for processing an image by detecting the position of a dot interference even to the input of a video signal for a high-definition television broadcasting and obtaining a more excellent video without deteriorating the whole resolution through improvement on the detected place. SOLUTION: The video signal for high-definition television broadcasting contains noises generated by separating the video signal into two or more component signals. For such video signal for high-definition television broadcasting, detecting sections 110 and 210 are provided to detect the place of patterns generated corresponding to noises and improving processing sections 120 and 320 are further provided to reduce noises regarding the place of the patterns generated detected by the detecting sections in the video signal for the high-definition television broadcasting.
