PROBLEM TO BE SOLVED: To provide a technique capable of correcting a change of an apparent toner density due to an operation environment and a development operation time when initial-regulating a developer, and capable of controlling precisely a true toner density. SOLUTION: This image forming apparatus for detecting an initial magnetic permeability of the two-component developer comprising toner and a carrier, by a magnetic permeability sensor arranged in a developing vessel, and for controlling the toner density of the developer, using the initial magnetic permeability as a target density, is provided with an operation environment detecting part for detecting the operation environment in an inside of the image forming device, a storage part for storing the operation environment when detecting the initial magnetic permeability, and a toner density control part for changing the target density in response to the stored operation environment and the current operation environment and the development operation time.
