PROBLEM TO BE SOLVED: To provide a safety device of a comparatively simple configuration, in which an adverse effect does not occur, the rise time of a body to be heated is short and both of improving sensing properties and preventing malfunction are satisfied and to provide a fixing device and an image forming apparatus. SOLUTION: The safety device for preventing the excessive temperature rise of the body to be heated 23 heated by a heating means 25 is provided with a detecting means 41 for detecting the excessive temperature rise of the body to be heated 23, to cut off the supply of power to the heating means 25 and adjusting means 62 and 63 for adjusting the distance G between the detecting means 41 and the body to be heated 23.
