A distribution type AC driving inorganic electroluminescent device and a manufacturing method thereof are provided to improve luminance of a device by increasing contact interface between an organic binder and a fluorescent substance. A distribution type AC driving inorganic electroluminescent device comprises a substrate(11), a bottom electrode(12), a light-emitting layer(13), a dielectric layer(14) and an upper electrode(15). At the same time, the light-emitting layer and the dielectric layer are formed with a spin coating method on the top of the bottom electrode after mixing a fluorescent substance with an organic binder. The light-emitting layer and the dielectric layer are formed into the thickness of 15-30(micro meter). The mixing ratio of the organic binder and the fluorescent substance is 1:1 - 1:7 based on mass ratio. The fluorescent substance is a one or more classes selected in the group consisting of ZnS:Cu, ZnS:Cu,Mn,Cl, ZnS:Cu,Al, ZnS:Cu,Cl, ZnS:Cu,I and combination of the same. The organic binder is high dielectric constant resin.
