<P>PROBLEM TO BE SOLVED: To provide a binder capable of preventing a reflection rate from reducing and improving film strength by restraining dyeing of a reflection layer with a colorant when specially forming the reflection layer of a dye-sensitized solar cell, a paste including the same binder, a white insulation film capable of using as a reflection layer obtained by sintering the paste, and a dye-sensitized solar cell having the same reflection layer. <P>SOLUTION: The binder having a silica polymer wherein at least a part of a surface functional group is substituted with an alkyl group is provided, and the conductive paste having the binder and inorganic particles is manufactured.
