<P>PROBLEM TO BE SOLVED: To provide a developing apparatus capable of keeping image concentration during development constant for a long period of time and achieving space saving, and to provide a process cartridge having the developing apparatus, and an image forming apparatus. <P>SOLUTION: The developing apparatus 6 has a developer carrier 15; a developer supply means 16 for supplying a developer to the developer carrier 15; a developer recovery means 17 recovering the developer after development; and a developer conveying means 18 for conveying the developer recovered by the developer recovery means 17, toward the developer supply means 16. An upstream part of the developer supply means 16 and a downstream part of the developer conveying means 18 are in communication with each other, and a downstream part of the developer recovery means 17 and an upstream part of the developer conveying means 18 are in communication with each other.
