PROBLEM TO BE SOLVED: To move an operating member in a brake returning direction without being affected by a means for pulling the operating member for moving a brake releasing lever, in a brake releasing direction. SOLUTION: An operating means for releasing/returning a brake comprises first and second operating members 72 and 73, and a spring member 74 which is interposed between the first and second operating members 72 and 73. A first-direction pulling member W1 is connected to the first operating member 72. When an pulling operation is performed in the first direction by means of the first-direction pulling member W1, the first and second operating members 72 and 73, and the spring member 74 are integrally moved in the first direction; and the second operating member 73 moves the brake releasing lever 8 so as to release the brake. A second-direction pulling member W2 is connected to the second operating member 73. When a pulling operation is performed in a second direction by the second-direction pulling member W2, only the second operating member 73 is moved in the second direction against the spring member 74.
