PROBLEM TO BE SOLVED: To provide a thermal printhead having a monostructure and improved in gloss of an overcoat layer without damaging printing accuracy of characters and images, and also to provide a thermal printer using the printhead. SOLUTION: The thermal printhead makes thermal printing on a recording medium 53 such that a running direction of the recording medium 53 is made a sub scanning one ds, and a direction perpendicular to this direction is made a main scanning one dm. A heater substrate 12 of the thermal printhead is provided with: an insulating substrate 21; a plurality of heating elements 22 arranged in line in the main scanning direction, mutually spaced on the insulating substrate surface; a prestage wiring layer 32 on a running-in side and a poststage wiring layer 31 on a running-out side, of the recording medium, which determine a length in the sub scanning direction of the heating elements, and extend from both ends of the heating elements mutually in opposite directions in parallel with the sub scanning direction; and a protective layer 40 covering the heating elements, and the prestage and poststage wiring layers.
