PROBLEM TO BE SOLVED: To improve quality of a capacitor and a battery by preventing dust stuck on a cutting blade from mixing into an element as a winding object at the time of winding of the capacitor and a battery element since the dust generated at the time of cutting an electrode plate at a designated length is stuck on the cutting blade. SOLUTION: Before the dust generated at the time of cutting of the electrode and stuck on the movable blade is scattered, absorbing holes are provided on a pressure plate and a fixed blade used at the time of cutting of the electrode, and a mechanism for absorbing the dust stuck on the movable blade when the dust stuck on the movable blade approaches in the vicinity of the absorbing hole or passes through the side of the absorbing hole is provided on the device.
