<P>PROBLEM TO BE SOLVED: To provide a surge absorbing element capable of efficiently dissipating heat. <P>SOLUTION: This surge absorbing element SA1 is provided with: an element 10 including first and second principal surfaces 11 and 12, and formed of an electric insulating material (for instance, a glass substance); first and second electrodes 20 and 30 arranged on the first principal surface 11 of the element 10 with a predetermined gap; and a heat radiation part 40 having thermal conductivity higher than that of the element 10, and arranged to be thermally connected to the second principal surface 12 of the element 10.
