PROBLEM TO BE SOLVED: To provide a bead former which can inhibit the disarrangement of a bead, and a bead manufacturing method. SOLUTION: When the bead wire 20 located at the innermost periphery of the bead, is wound around, a groove 28 formed on the surface of the bead former 16 guides the bead wire 20 of the innermost periphery, to arrange it at an equal interval, even in case the position of the bead wire 20 is deviated. Thus, the bead wire 20 wound around outside of the bead wire 20 of the innermost periphery, can be hardly disarranged and thereby, the disarrangement of the bead can be inhibited.
