<p><P>PROBLEM TO BE SOLVED: To obtain a multicast distribution system, home gateway and multicast management method using the home gateway, wherein various users under communication unstable environments are allowed to appropriately receive distribution of contents. <P>SOLUTION: An entrepreneur-side network 101 that distributes contents includes a plurality of multicast distribution servers 112-114 with different line velocities. A home gateway 121 of a user terminal-side network 102 measures a line velocity by means of a line velocity measuring server 115 when requesting distribution of contents and selects one of the multicast distribution servers 112-114 in accordance with the line velocity.
