PROBLEM TO BE SOLVED: To perform further accurate image processing and, particularly, improve the accuracy in observation of terminal position in a terminal arrangement direction of a circuit board. SOLUTION: In a circuit board 1 having a terminal part 3 including a wiring pattern of a conductive material 9 formed on a substrate 7, the conductive material 9 being exposed at an end thereof, when the position of the terminal part 3 is recognized, only a root part 3B of the conductive material 9 of the terminal part 3 is image-processed as an observation object by an image processing means 17.
