PROBLEM TO BE SOLVED: To provide a face detector and a face detecting method, capable of surely detecting a personal face image contained an image signal while shortening the time required for face detection processing. SOLUTION: The face detector 100 comprises a stream control part 102; a scene change detection part 11 which detects a scene change of an image signal from the stream control part 102; a face position detection part 112 which performs detection processing of personal face image and outputs face detection data FD containing position information of a detected face image; a face feature extraction part 113 which extracts a feature of the detected face image and outputs it as face feature data FF; a face detection control part 114 which makes the face position detection part 112 execute the detecting processing of face image in a frame where the scene change occurs; and a buffer part 103 which stores data ST of scene change occurrence time, the face detection data FD, and the face feature data FF.
