PROBLEM TO BE SOLVED: To provide an operation support device and an operation support system for providing information in the optimal timing for an operator, at a low cost. SOLUTION: This operation support system 1 is provided with an in-vehicle operation support device 3 and a plurality of road side operation support devices 2(200, 201), and the road side operation support device 201 at an upstream spot A1 transmits provision timing to the in-vehicle operation support device 3, and the in-vehicle operation support device 3 records a timing in which information is provided to an operator and timing in which an operating action has been actually started by the operator based on the information, and transmits the recorded provision timing and the operating action timing to the roadside operation support device 200 at a downstream spot A2, and the roadside operation support device 200 at the downstream spot A2 transmits the received provision timing and operating action timing to the roadside operation support device 201 at the upstream spot A1, so that it is possible for the roadside operation support device 201 at the upstream spot A1 to learn the proper provision timing.
