PROBLEM TO BE SOLVED: To provide a toner that can shift a generation temperature of hot offset in a fixing zone to be relatively high, maintains favorable toner fluidity, toner storage property and the like, and can stably give fluidity and charge quantity of a developer for a long period of time, and particularly, a color toner having transparency, and to provide a developing device, a process cartridge, an image forming apparatus and an image forming method by which high-quality images with less contamination on a base can be obtained even when a spheric toner having a small particle diameter is used. SOLUTION: The toner contains at least a binder resin, a colorant, a release agent and an external additive, wherein the toner is composed of: first toner particles including first toner base particles containing a release agent having an average dispersion particle diameter DWA of 0.1 to 0.6μm per one particle with addition of an external additive having a particle diameter of 30 to 300 nm; and second toner particles including second toner base particles containing a release agent having an average dispersion particle diameter DWB of 0.8 to 3.0μm per one particle with addition of an external additive having a particle diameter of 5 to 25 nm.
