PROBLEM TO BE SOLVED: To provide, for fastening a stepladder and a scaffolding board, a fastening band which is strained at the moment it is tightened, which in a strained and fastened condition is easily released by a release lever and which is easily replaced when damaged. SOLUTION: A metallic main body buckle (6) is provided with a lock nail (3) centering on a shaft core (a) (8), a spiral spring (2) for actuating the lock nail (3), a releasing lever (4) for releasing the lock nail (3), a prize pulley (5) centering on a shaft core b (9) and an unlocking lever (7) centering on a shaft core c (10). Some parts of the tip end of the lock nail (3) made of a metal, a ceramic or a resin are formed with a nail which moves freely in a pull-in direction but locks in a back-out direction and it locks the band (1) instantly by the repulsive force of the spiral spring (2).
