A terminal detecting authentication method, device and operational management system in passive optical network are provided. The method includes the following steps: the terminal having a logic registration code; the local terminal receiving the logic registration code sent from the terminal, and confirming whether the terminal's logic registration code matches the logic registration code stored in the local terminal, if yes, confirming the terminal is a legal terminal; the local terminal recording the legal terminal's terminal sequence code as its terminal mark.
