A system and a method for offering a mobile charge discount service of a mobile terminal by linking with OBU(On Board Unit) are provided to enlarge distribution of the mobile terminal combined with the OBU by discounting a mobile charge for a predetermined time when a toll payment event occurs in the OBU. An OBU(20) mounts a high-pass card equipped with an IC chip for paying a toll and pays the toll with an amount stored in the high-pass card through NFC(Near Field Communication) with a gantry(10) for paying the toll at a tollgate. The OBU transmits an event signal to a mobile terminal(30) by generating the event signal after toll payment. The mobile terminal communicates with the OBU, and transmits information, which represents that an outbound call for a mobile connection request is a discount service, based call to the mobile network when the event signal is received from the OBU. A billing server requests a charge of the call based on the information representing that the call is based on the discount service.
