A cleaning device in a circumference of a reactor head is provided to perform a cleaning operation by removing and cooling the foreign material or a surface corrosion part instantaneously. A cleaning robot(110) sprays CO2 powder and removes the foreign material while operating according to an external remote operation signal. A CO2 power spraying device sprays the CO2 powder and separates the foreign material in the circumference of the reactor head. A foreign material removing device(130) absorbs dust and the foreign material generated in a cleaning process. A reel device(140) integrates a power line, a communication line, and a CO2 power spaying hose, and winds or unties the integrated line. A control device(150) controls the cleaning robot, the CO2 powder spray device, a foreign material removing device, and a reel device.
