A system for processing withdrawal with a virtual payment account is provided to enable a voucher receiver opening a virtual voucher-only payment account to withdraw an amount through a CD(Cash Dispenser) or an ATM(Automatic Teller Machine) by using a voucher card linked with the virtual voucher-only payment card. An information storing unit(725) links/stores virtual payment account information, mother card information of a virtual payment account, and customer card information linked with the virtual payment account to a storage medium(730). An interface unit(705) reads the customer card information, and transmits the customer card information and withdrawal request information. A validity checker(720) checks whether the virtual payment account information linked with the customer card information and the mother account information of the virtual payment account by linking with the storage medium, and processes withdrawal corresponding to the withdrawal request through the mother account of the virtual payment account.
