A post connecting device and a post having the same are provided to secure the safety of vehicle passengers by minimizing the impact transferred to a vehicle by a collision, and to replace an upper post only easily excluding a lower post fixed to the ground. A post connecting device(20) includes an upper support plate(26) coupled to the bottom of an upper post(24), a lower support plate(28) coupled to the top of a lower post(22), and a coupling member attached to the upper support plate and coupling the upper support plate and the lower support plate integrally at the adhered state to separate the upper support plate and the lower support plate by being crushed itself by an impact or breaking the adhesion of the upper support plate and the coupling member.
