The device has a programmed clamping screw (10) fixed to a lug (20) that is set on wires (30), and screwed in a nut shaped threaded part. The screw is rotatably mounted on an orifice of the lug, and has a head (12) comprising a part gripped with a standard tool e.g. open-ended spanner. The screw has a sub-head (13) separated from the head by a part (14) that is breakable under an action of a programmed clamping torque. A hooking unit has a hooking flange ring (15) to hook the screw on the lug, and lug maintaining fins (16) folded on the ring.
