Polyisocyanates are provided to ensure low viscosity while having high isocyanate functionality and high silane content, and to show storage stability and light color. A method of manufacturing an allophanate group-containing polyisocyanate comprises a step for reacting (A) at least one silane group-containing hydroxy urethane and/or hydroxyamide obtained through the reaction of amino silane and cyclic carbonate and/or lactone, and (B) at least one diisocyanate having an isocyanate group adhered with aliphatic, alicyclic, araliphatic and/or aromatic group in the excess molar amount based on the NCO reactive group of the component (A); and a step for removing the excess unreacted diisocyanate.
