It is intended to provide a drug and a functional food by which any itching such as common itching and intractable itching can be safely controlled and relieved and, furthermore, inflammation can be controlled and relieved. A medicine capable of controlling and relieving itching and inflammation which contains a highly lipophilic polyalkoxyflavonoid extracted from a press juice of a whole citrus fruit (a fruit having its peel), and a functional food containing this medicine.
