PROBLEM TO BE SOLVED: To provide a mobile communication system capable of improving reception characteristics of up signals in an overlay configuration, to provide a mobile communication method applied to the mobile communication system, and to provide a base station. SOLUTION: The base station 20A provided in a big cell A arranges the transmission timing of transmitting the up signals by a plurality of mobile stations 10 present in the big cell A so as to settle the reception time difference of the up signals received from the plurality of mobile stations 10 present in the big cell A within a prescribed threshold. The base station 20B provided in a small cell B arranges the transmission timing of transmitting the up signals by the plurality of mobile stations 10 present in the small cell B so as to settle the reception time difference of the up signals received from the plurality of mobile stations 10 present in the small cell B within the prescribed threshold after receiving a control completion notice indicating that the transmission timing of the plurality of mobile stations present in the big cell is arranged from the base station 20A.
