PROBLEM TO BE SOLVED: To provide a charging member, attaining compatibility between high conductivity and environmental dependency of a shape change at a higher level. SOLUTION: This method of manufacturing a charging member includes: (1) a process of preparing a rubber mixture by mixing a polyether copolymer with acrylonitrile butadiene rubber; (2) a process of forming a layer including the rubber mixture on the outside of a conductive core shaft; and (3) a process of forming an elastic layer by bridge formation of the polyether copolymer in the layer containing the rubber mixture and acrylonitrile butadiene rubber, wherein the polyether copolymer includes a unit originating from ethyleneoxide, a unit originating from alkylene oxide (except ethyleneoxide), and a unit originating from an allyl glycidyl ether, and in the process (1), the acrylonitrile butadiene rubber has a unit originating from acrylonitrile of 25-40 mol%, and the Mooney viscosity is 70-90.
