PROBLEM TO BE SOLVED: To provide a charging member excelling in durability by suppressing an image failure caused by soil or a discharge failure even if repeatedly used for a long period of time, and to provide a process cartridge and an electrophotographic image forming apparatus using the charging member. SOLUTION: The charging member for contact charging includes a conductive support, binder resin and a conductive agent and has a surface layer c given conductivity by the conductive agent. The surface layer c contains roughening particles RP dispersed in the binder resin. The roughening particles contains a layered compound selected out of boron nitride, silicon nitride, molybdenum disulfide and tungsten disulfide, and has an average particle diameter of≥1μm and≤30μm. The surface layer c has protrusions on the surface resulting from containing the roughening particles RP. The surface roughness Rzjis of the charging member is≥3μm and≤20μm.
