PROBLEM TO BE SOLVED: To provide a GPS positioning system and a GPS positioning method capable of capturing more satellites by a GPS reference station even under such circumference that there are many shielding structures around the reference station. SOLUTION: A GPS positioning system includes: a reference station for generating and transmitting corrected information, based on the setting position and the GPS information from a GPS satellite; and a mobile station for positioning a mobile, based on the GPS information from a GPS satellite and the corrected information by the reference station while mounted on the mobile. The mobile reference station includes: a GPS antenna for receiving the GPS information; a mount for mounting the GPS antenna; a GPS receiver for analyzing the GPS information and computing the satellite orbit information; a computer for detecting the position of the antenna where more satellites are captured based on the computed satellite orbit information; and an actuator which moves on the mount according to the computed moving quantity.
