PROBLEM TO BE SOLVED: To provide a construction method for a waterproofing layer reinforced by a non-woven fabric, achieving strong adhesion force of the resin waterproofing material layer reinforced by the non-woven fabric and a basic body and preventing the occurrence of lift of a waterproofing material in a metallic disc part fixing the non-woven fabric on the basic body, when laying out the resin waterproofing material reinforced by the non-woven fabric. SOLUTION: This construction method for the resin waterproofing layer comprises a non-woven fabric laying-out process for laying out the non-woven fabric 16 on the basic body 30 and a resin waterproofing agent applying process for forming the resin waterproofing material layer 28 by applying a reactive compound forming the resin waterproofing material on the non-woven fabric 16 and hardening it. In the non-woven fabric laying-out process, a fixing plate 12 is put on the non-woven fabric 16, and an anchor member 14 is laid and fixed. The fixing plate 12 has a plurality of through holes 20.
