PROBLEM TO BE SOLVED: To provide a method and a device for forming a forged product of high precision. SOLUTION: The forming method comprises: a primary product forming step of forge-forming a primary product W1 from a preliminary product W0 in an outer die 12 having a die cavity 15; a first conveying step of conveying the outer die 12 used in the primary product forming step and the primary product W1 held in the outer die 12; and a secondary product forming step of forming a secondary product W2 by pressing the primary product W1 held in the die cavity 15 of the outer die 12 conveyed.
