PROBLEM TO BE SOLVED: To provide a hydrophilically-treated alminum fin material which is excellent in corrosion resistance, processability and hydrophilicity, and free from the problem of environmental preservation. SOLUTION: A method of manufacturing the hydrophilically-treated aluminum plate is constituted of forming a hydrophilic upper layer coating film by coating the surface of a lower layer coating film with a hydrophilicizing agent and drying it after the lower layer coating film is formed by coating the surface of an aluminum base material with a pretreating agent, in which the pretreating agent contains alkoxy methyl(meta) acrylamide (A) of 1-15 wt.%, a hydrogen group containing monomer (B) of 5-30 wt.%, a carboxyl group containing monomer (C) of 3-15 wt.%, a copolymer (I) prepared by polymerization of a monomer mixture comprising other monomer (D) of 40-91 wt.% and melamine resin (II).
