PROBLEM TO BE SOLVED: To suppress deterioration of image quality than before in image processing which reduces a data amount by reducing a number of colors for the image data. SOLUTION: In the image processing which expresses each small area by a predetermined number of representative colors for each of the small area included in the image data: a perceived color variable of respective values for a plurality of color variables which express colors of pixels, is selected (#104) based on a degree of variance in the small area; a value of the perceived color variable in which the number of pieces becomes "0" out of values from the minimum number to the maximum number of the perceived color variables in the small area, is obtained as a reference value for dividing classification of pixel groups in relation of a value of the perceived color variables and the number of pixels in the small area; the pixels in the small area are divided into groups based on the obtained reference number (#106); and the representative color of each group is obtained (#109).
