PROBLEM TO BE SOLVED: To provide a manufacturing method of a hard polyurethane foam panel which is a sandwich panel composed of: a water-foamed hard polyurethane foam; and metal plate face materials used on both surfaces of the hard polyurethane foam, hardly causes warping and is excellent in thermal insulating property, and to provide a polyol composition used for the manufacturing method of the hard polyurethane foam panel. SOLUTION: The manufacturing method of the hard polyurethane foam panel 12 comprises: the lower face material 15 supplying process; a raw liquid supplying process of supplying a foaming starting liquid composition; the upper face material 14 supplying process; a foaming process; and a cutting process, wherein either upper face material or lower face material is a metal plate, one is a corrugated sheet and the other one is a flat sheet, the polyol composition includes a polyol compound, water as a foaming agent, a foam stabilizer and a catalyst, the polyol compound includes a resin fine particle-containing polyol compound, a gel time of the foaming starting liquid composition when both of the polyol composition and a polyisocyanate component are mixed while setting either temperature of both at 20°C is made to be 33 sec or more, and the surface hardness after two minutes of a foam obtained by the free-foaming is made to be 25 or more.
