PROBLEM TO BE SOLVED: To provide a phosphate type rust preventing pigment composition not containing a harmful heavy metal and a zinc component, excellent in rust preventive performance and not having bad influence on storage stability when formulated into an aqueous coating material. SOLUTION: The rust preventing pigment composition comprises two components of components (a) and (b) or three components of (a), (b) and (c), wherein (a) is a sparingly water-soluble phosphate selected from aluminum dihydrogen tripolyphosphate, aluminum orthophosphate, aluminum metaphosphate and titanium hydrogenphosphate, (b) is an oxide, a hydroxide or a carbonate of calcium and (c) is an oxide, hydroxide or carbonate of magnesium, so that the weight ratio of (a)/(b) becomes 1:0.05 to 1:5 and weight ratio of (a)/(c) becomes 1:0.1 to 1:1 when containing the component (c).
