PROBLEM TO BE SOLVED: To provide a traffic lights controller for refilling control history information which is missing during a period of communication failure. SOLUTION: The traffic lights controller 100 includes: a communication state monitoring part 20 for monitoring the communication state in the communication part; a signal control part 14 for carrying out color display in a signal lamp based on a set signal control plan according to determination that the communication state is in an abnormal state, by the communication state monitoring part 20; a history information accumulating part 16 for accumulating control history information for the signal lamp controlled by the signal control part 14 in the abnormal state to a storing part; and a history information transmitting part 12 for transmitting the accumulated control history information by the communication part in response to receiving a request instruction for the control history information in the communication part, to a communication network.
