PROBLEM TO BE SOLVED: To enhance the diversity of change according to the observation condition of an image displayed by an optical element containing a solidified liquid crystal material. SOLUTION: The optical element 10 comprises a translucent recess forming layer 13 including, in one main surface, one or more recess forming areas 131 and 133 neatly arranged in the longitudinal direction and each having a plurality of first grooves adjacent in a direction orthogonal to the longitudinal direction; a liquid crystal layer 15 supported by the main surface and formed of the solidified liquid crystal material; a first reflecting layer 12 opposed to the other main surface of the recess forming layer 13 and having light scattering property; a second reflecting layer 14 interposed between the recess forming layer 13 and the liquid crystal layer 15, and covering a part 133 of the one or more recess forming areas 131 to 133. The surface of the part covering the recess forming area 133 of the second reflecting layer 14 includes a plurality of second grooves corresponding to the plurality of first grooves.
