<P>PROBLEM TO BE SOLVED: To speedily recover quality after selective combination, even in a case where radio channel equality is reduced by an external failure. <P>SOLUTION: During soft hand-over, a base station control station determines a base station to which best line quality is provided, in accordance with signal quality of a plurality of transmission signals received from base stations, and notifies the base station (BTS_A) to which the best line quality is provided, about an instruction to increase/decrease reference quality for the base station.
