PROBLEM TO BE SOLVED: To provide bottoms with a waist rubber, having fashionability as town wear such as regular pants, and beautiful wearing silhouette, and extremely easy to put on and take off, and to provide a method for producing the bottoms. SOLUTION: The bottoms as boots cut pants 1 is formed to wear by tightening a waist circumference only with a waist rubber 4. A body 3 is stretchable greater at or near a belt part 2 than around a hip, so it is possible to wear the pants by extending the belt part 2 and the body 3 near the belt part 2 without using a fastener or a nonstretchable string, thus the pants are extremely easy to put on and take off. Furthermore, the whole body 3 is made of a stretchable polyester fabric as a stretchable fabric, so the pants just fit to the waist of a wearer to form a beautiful silhouette.
